Direct housing aid “Daam Sakane”: more than 108,000 beneficiaries

In force since 2 January 2024, Morocco’s Daam Sakane direct housing aid passed 108,000 beneficiaries in June 2026: amounts, rules and results.

In force since 2 January 2024, Morocco’s direct housing aid programme, known as “Daam Sakane”, sits at the heart of Fatima Ezzahra El Mansouri’s record as Minister of National Territory Planning, Urban Planning, Housing and City Policy. On 22 June 2026, she told the House of Representatives that 108,459 people from the Kingdom’s various regions had benefited.

A programme presented to the King in October 2023

On 17 October 2023, at the Royal Palace in Rabat, Fatima Ezzahra El Mansouri presented the new programme to His Majesty King Mohammed VI at a working session on housing. Its principle fits in one sentence: the State pays financial aid directly to the buyer, supporting their purchasing power at the moment they become a homeowner. The aid was set at two levels:

  • MAD 100,000 for a home priced up to MAD 300,000, including VAT;
  • MAD 70,000 for a home priced between MAD 300,000 and MAD 700,000, including VAT.

The programme covers 2024-2028, with a planned budget of about MAD 9.5 billion a year. At a press conference in Rabat on 20 October 2023, Fatima Ezzahra El Mansouri presented it as a new approach to home ownership, built on direct support for household purchasing power. The same working session decided to create 12 regional urban planning and housing agencies, a reform that became reality in 2026 with Law 64.23.

Who is eligible?

The aid is open to Moroccans living in Morocco or abroad who do not own a home in Morocco and have never received housing aid. It applies to the purchase of a home sold for the first time, which must become the buyer’s main residence.

Since 1 January 2026, the Finance Law has adjusted these rules. Co-owners holding a property jointly (known as indivision) can now benefit, and the obligation to live in the home as a main residence is set at five years.

A fully digital process

On 2 January 2024, the programme came into force and the daamsakane.ma platform went live, as both a website and a mobile app. The whole procedure is digital, from application to payment of the aid. At her October 2023 press conference, the minister explained that this choice was meant to make things easier for buyers and to ensure the transparency of the entire operation.

At the launch, she set out its social purpose:

“Through the introduction of this new scheme, our objective is to respond to strong demand expressed by both the low-income social class and the middle class, to help them acquire decent, quality housing.”

More than 108,000 beneficiaries

The programme’s growth can be traced through its milestones:

  • more than 8,500 beneficiaries as of 19 April 2024;
  • 30,848 in December 2024;
  • 71,114 in October 2025;
  • 108,459 announced by the minister on 22 June 2026.

In May 2026, 52% of beneficiaries were under 40 and about one in four (24%) was a Moroccan living abroad. Six in ten (60%) fell into the tier designed for the middle class, the one that receives MAD 70,000. By the same date, the State had paid out about MAD 8 billion in aid, towards homes with a total value of more than MAD 41 billion.

Speaking to MPs, Fatima Ezzahra El Mansouri explained that it was the territorial approach that had led to the current form of the aid, before highlighting its reach:

“Housing support in its current form has reached other cities, especially small ones, and 108,459 people from the various regions of the Kingdom of Morocco have benefited from it.”

A policy set to continue

Direct housing aid is part of a broader ministerial record focused on access to housing and the quality of cities. The 2027-2031 programme of the PAM during the legislative campaign plans to continue the scheme until it reaches 300,000 beneficiaries, as part of a wider goal: 500,000 households reaching decent housing over the five-year term. Appointed Head of Government on 29 September 2026, she is now tasked with forming the new government, whose programme will be presented to Parliament.
