Short biography

Fatima Ezzahra El Mansouri, born in 1976 in Marrakech, has been Head of Government of the Kingdom of Morocco since 29 September 2026, the first woman to hold the office. A lawyer, she was the first woman mayor of Marrakech (2009-2015, and again since 2021) and Minister of National Territory Planning, Urban Planning, Housing and City Policy (2021-2026). She coordinates the collegial leadership of the Authenticity and Modernity Party.

Long biography

Born on 3 January 1976 in Marrakech, Fatima Ezzahra El Mansouri holds a degree in private law from Mohammed V University in Rabat, a postgraduate diploma (DEA) in business-contract law from the University of Montpellier and a certificate in common-law business law obtained in New York. A lawyer registered at the Marrakech Bar since 2005, specialising in land and real-estate law, she is a founding member of the Authenticity and Modernity Party (2008). Elected Mayor of Marrakech on 22 June 2009, at 33, she became the first woman to lead the city. A Member of Parliament from 2011 to 2021 and President of the PAM National Council from 2016 to 2024, she returned as Mayor of Marrakech in 2021 and was appointed Minister of National Territory Planning, Urban Planning, Housing and City Policy on 7 October 2021, where she led the direct housing aid programme and oversaw reconstruction after the Al Haouz earthquake. Coordinator of the PAM collegial leadership since February 2024, she led the party to first place in the 23 September 2026 elections. On 29 September 2026, His Majesty King Mohammed VI appointed her Head of Government. A World Economic Forum Young Global Leader (2014), she was listed first that year in Forbes’ 20 youngest power women in Africa.

The PAM and its programme in brief

Founded in August 2008, the Authenticity and Modernity Party (PAM) came second in the 2016 (102 seats) and 2021 (87 seats) legislative elections, then sat in the governing majority from 2021 to 2026. Led since February 2024 by a collegial leadership coordinated by Fatima Ezzahra El Mansouri, it came first in the 23 September 2026 elections with 97 of 395 seats and 1,065,371 votes on the regional lists. Its 2027-2031 programme, “To change course. One word!”, presented on 1 September 2026, sets out five charters and twenty measurable commitments, at an estimated additional cost of MAD 350 billion over five years: purchasing power (MAD 150 bn), citizenship (MAD 100 bn), youth integration (MAD 50 bn), security (MAD 50 bn), and growth and sustainability (a target of 5% annual growth).
