Vision
Vision and priorities of the Head of Government
The convictions that guide her public life, the priorities she sets as she forms the government, and the PAM programme that gives them concrete form: five charters and twenty commitments for 2027-2031.
Her convictions, in six principles
From her campaign address, September 2026.

Trust and the promise given
I speak to you today with a conviction that has been with me since my first day in public life: politics means nothing if it drifts away from the citizen, and the trust people place in us is not a privilege to boast of, but a charge we answer for, and a promise we do not walk back.
-
Closeness to the citizen
Politics, as I understand and practise it, means being where the citizen is: in their neighbourhood, in their city, in their daily concerns. From Marrakech, my city, which taught me that closeness is not a slogan but a daily practice, the citizen has remained the compass: the starting point, the heart of every decision and the purpose of the work.
-
From listening to delivery
The years have taught me that listening alone is not enough, and that good intentions do not make up for a lack of delivery. Real responsibility begins when we turn what we hear into decisions, what we see into solutions, and what we promise into tangible results in people’s lives. I am proud to be a voice for those waiting for decent housing, and for those calling for a fairer, better city.
-
Steadfastness in the face of difficulty
Serving people is not a passing season, nor a stage, nor a choice open to revision. It is a daily commitment, a continuous fight and a promise that is not broken. I will remain where responsibility calls, meeting difficulty with work rather than with excuses.
-
What real strength means
In politics, strength lies not in raising your voice but in the ability to make others heard. Not in the number of promises, but in the honesty of delivery. I have made a point of staying close to the citizen, of turning their trust into responsibility, and the defence of their interests into a duty beyond negotiation.
-
The mark that remains
For history does not remember those who kept silent, but those who said what had to be said. It does not remember those who waited, but those who stepped forward when others stepped back. Your voice is a charge, and I will defend it. Your causes are a promise, and I will not abandon them. Serving the country is a responsibility: I do not step back from it, and I never will.
The priorities of a Head of Government
As she forms the government, three guiding threads run through her statements: meeting expectations, especially those of young people; proposing realistic solutions; being accountable.
“We are very aware of the importance of this phase, carrying many Moroccan citizens’ expectations, especially Moroccan youth.”
“We believe young people deserve a clear pathway that starts with education and runs through training and access to the job market, before they build an independent life and live with dignity.”
“Our responsibility is to restore politics to its true meaning, founded on listening, proximity and service to citizens, and on the ability to deliver results and to make sure responsibility goes hand in hand with accountability.”
“For the PAM, the social state must not be a theoretical notion; rather, citizens must feel its effects in their lives.”
