Forming Morocco’s new government: consultations and next steps

Appointed on 29 September, the Head of Government opened consultations with the parties on 30 September. What the Constitution requires, where the talks stand and what remains to be done.

On 29 September 2026, His Majesty King Mohammed VI appointed Fatima Ezzahra El Mansouri Head of Government and asked her to form the new government. This page follows the formation of the executive step by step: the framework set by the Constitution, the consultations already held with the parties and what remains to be done. It is updated as public announcements are made. Only steps confirmed by the sources listed at the bottom of the page appear here, with no speculation about the make-up of the majority or the names of future ministers.

What the Constitution says

Three articles of the 2011 Constitution frame the procedure:

  • Article 47: the King appoints the Head of Government from the political party that came first in the elections to the House of Representatives, then appoints the members of the government on the proposal of the Head of Government;
  • Article 88: once the ministers have been appointed by the King, the Head of Government presents the programme to both houses of Parliament sitting together. It is debated in each house, and the government is invested once it has won the confidence of the House of Representatives by an absolute majority of its members;
  • Article 65: Parliament’s first session opens on the second Friday of October, which is Friday 9 October 2026.

Consultations with the parties

In her statement of 29 September, the Head of Government said consultations would begin on the day of her appointment, first within the PAM and then with all parties, so that a proposal for a government could be put to the King as soon as possible. Meetings take place at the PAM headquarters in Rabat. Log of the consultations made public:

These meetings are consultations: no coalition has been announced so far, and whether to take part remains each party’s own decision.

The majority arithmetic

The House of Representatives has 395 seats, and the absolute majority is 198. The final results of the 23 September 2026 election, covered in our article on the elections, break down as follows:

With 97 seats the PAM is the largest party in the House, but it is 101 seats short of an absolute majority on its own, so a majority has to be built through agreement with other parties. This site sets out no hypothetical combination: that is for the parties concerned alone.

Next steps

  1. The Head of Government proposes the ministers to the King, who appoints them (article 47).
  2. She presents the government programme to both houses sitting together, and it is then debated in each house (article 88).
  3. The House of Representatives votes confidence by an absolute majority of its members, that is 198 of 395 votes, and the government is then invested.

Parliament’s autumn session also opens on Friday 9 October 2026.
